Instructions on preparing powdered formula
For high-risk infants (premature/low-weight infants, immunocompromised infants, and healthy infants less than 2 months of age):

Follow the WHO guidelines for reconstitution using boiled water at a temperature cooled to no less than 70°C (158°F) before adding powdered infant formula.

For healthy infants older than 2 months of age, boiling water is unnecessary if a safe water source is available
-
Most tap water is considered safe. Well water is NOT safe. Bottled water is questionable.
